The bolts going through the eccentric washer are keyed, to try to keep the washer aligned with the similar eccentric bolt flange on the other side of the link. What sometimes happens is that, during torque-up, the washer gets force-threaded onto the bolt, locking it on. Get some vicegrips or something and a back-up wrench, and turn the washer back until the keyway lines up again. Then it should just slide off. Replace it, and when you torque it up, make sure you only turn the nut, not the bolt. I don't know if they have bushings or not.
The metal-lined bushings can take several thousand pounds of force to drive out, and even more to drive in.
Not sure what you mean by #4. Do you mean that the new stuff will hang lower? When you torque up all the bolts, do so with the car resting on the suspension. Be very careful though.
