jumping problems in every gear

1995 pick -up Jumping (serging) at 2000 RPMs in every gear, when it serges, it won't stay at a constant speed, it is a manual tran.. we put it on a computer and it shows nothing, I replaced wires, plugs, oxygen sensor. And it still does it.

Surging just when in neutral or at a stop? If that's the case, it could be a vacuum leak.

no, it is as i am driving, in every gear at aprox. 2000RPMs
