Surging at Partial throttle, not WOT

This is a problem I've just started to notice. When I'm driving the car, if I get into boost, but not while under WOT conditions, the car surges and you can hear the turbo suction noise changing up and down in pitch, like its sucking harder then lighter. I know its not the turbo as the turbo is just a few months old, and has a BOV and a turbo timer.

This problem doesn't happen during WOT, there the car just pulls its *** off, even at 14lbs with no stutter or surging, but at partial throttle its only hitting 8-10lbs because I'm regulating it with the throttle, but I have a surge.

Anyone have any ideas or things I could possibly check? The car runs fine otherwise, gets great gas milage, has plenty of power, the timing is perfect and it idles great. Could this be a sign that my fuiel injectors or MAFS aren't adequate enough?

Hmmm... try checking your spark plug gap.

BOV to tight and not opening will cause it to surge since it can't release the pressure when the throttle plate closes.

I don't think its the BOV, because I'm not talking about hitting WOT then letting off, I'm talking about just a nice steady pull at like 3/4 throttle and regulating boost pressure. Its not making any noise, and its not a bucking feeling, just an odd surge. It is DEFINATELY not Compressor surge as I know exactly what that sounds like.
