To clarify, don't think of HICAS as 4WS. The rears make only slight movements. I think of it more like an active rear toe. At certain speeds and higher, when you turn, the rear wheels intially point towards the outside of the turn slightly to provide quicker turn in. Then it quickly transitions to point into the turn slightly to provide more stability. Much the same way making toe changes to the rear of any car does the same thing.
I won't say HICAS is good or bad. And I'd take anyone's opinion of it with a grain of salt, especially if they've never driven both a HICAS equipped model and one without under similar conditions. As a note, Don Nimi of PDM Racing did quite well for himself in the Vancouver autocross circuit and he has a HICAS-equipped S13.
