The HICAS system is not really 4 wheel steering. It doesn't not contribute to the turning radius. It is more of an active rear toe control changing the rear wheel angles by only one degree in either direction.
Rear toe angles during cornering have different effects on the attitude of a car. Toe out will increase turn-in, making the car feel more responsive as you turn the steering wheel. Toe-in will feel slower in turn-in, but be more stable.
The HICAS system tries to achieve the best of both worlds. Above 25 mph, it will initially turn the rear wheels to the outside of the turn effectively creating a toe-out effect. the it will turn the rear wheels towards the inside of the turn to try and help keep the car more stable.
As the HICAS suspension itself is not much different then the non-HICAS suspension, it won't change the car's ability to handle power.
