stupid question

Ok, heres a stupid question, but i want to make sure its right b4 i put everything back together. I took the upper plenum off to clean up and when i put it back on i have about an 1/8" gap on the inside edge between the upper and lower plenum which i dont remember having when i took it off. The outside is fine because the gasket is there. so my question is, are those rubber bushings on the bolts supposed to go in between the upper and lower plenum? or do they go on the bottom of the lower pelnum(thats where i remember them coming off from) but i clearly wasnt paying attention.
