Stupid question(fog lights)

For some reason my fog lights wont turn on and they never have since i got the car like 2 weeks ago. When are they supposed to turn on?

There is an second turn switch on the steering column. On the same lever as the reg. headlights, its like a collar turn closed to the steering wheel than the reg. headlight one.
