I say this alot, but it is a common problem. When I first did my swap I couldnt figure out why the hell mine wasn't starting either. It ended up being my grounding. Make sure everything is hooked up, tight, and on correctly. The procedure to make sure your grounded well is just take a multi meter and hook it up to the negative terminal and other end on an unpainted body screw, it shouldn't be over 2 ohms.
Also, you say the plugs have a good spark and your getting fuel, do the plugs smell like fuel? If your cranking and it's not firing they should smell of it. Because honestly it sounds like the injectors are f'd up, either that or your timing is still off. I wouldn't go by the markings on the pulley for now, just turn the dizzy one tooth at a time each time trying to start the car. If you hit the correct tooth it will start to fire, if not run well. Then just turn the dizzy itself to find that sweet spot.
