Stuck Rotor

Ok everyone, I looked and serached, maybe not as well as I should have but I tried. I bought a set of new drilled rotors, I put them on and surprise, after putting the caliper on, they won't turn. Yes, stuck, I need help with this. They are 20mm rotors from what I saw on them, non abs. Is there a diffrent caliper I can use from a diffrent car, anything, i'm stuck with these till I can figure something out, any help will be greatly appreciated and any negetive comments will fall in def ears, sorry but i've gotten a few before, but I have questions and figured I would ask. Anyways thanks for any help everyone.

Is the caliper seized?

When I had this issue before, it was actually due to the little shims that hold the brake pads in place. I had to trim them a bit to let the rotor spin freely...

I removed the shims and still got nothing, the calipers are not sized thou. They are stock calipers that came with the car, I don't know if diffrent modles came with diffrent sizes like maybe the s14 came with bigger calipers or something
