Strut towers disfigured????

This is kind of hard to explain in words but here goes...

I got new strut mounts, but when they go in, there is a gap between the mount and the strut tower. It's as if the strut tower is cone shaped. So if i put the three nuts back on they'll be at about a 10 or 15 degree angle to the tower.

Are they supposed to be like that?
