strut towers are the assemblies in your engine bay/trunk that have the bolt pattern in the top for the strut mount. They are stamped sheet metal and are of a given stiffness across a relatively big empty hole without much support (yes the engines there but think from a suspension load standpoint).
What your referring to is a strut tower bar. The reality is that maybe if your using high performance tires, a race alignment, and a suspension that is an order of magnitude stiffer than stokck the strut bar will stiffen the big empty engine compartment hole. However its mostly for looks in most cars, that an pyschological value.
