Stripped Bolts on Gas tank Cover

I was trying to remove my gas tank cover (or whatever its called) to attempt a fuel pump swap.

I got off 4 of the 6 (i think) small bolts that hold the cover down on the O-ring. 2 of the bolts just sit and spin, they never start to unthread. they also will not come out in any fashion. I tried grabbing them with vice grips, and pulling on them hard while I attempt to unthread them; nothing. I tried prying them out with a screwdriver; nothing.

I am faced with a major problem:

the bolt's threads are stripped, but the bolts are stuck. I probably shouldnt cut off the bolt heads to drill them out (GAS TANK + SPARKS!).

anyone have any suggestions?

When one destroys a fuel tank the usual solution is to purchase a new one or secure one from a junkyard vehicle. Common when oversized tools are used without a torque wrench.

Watch out with a glue/rtv repair as gasoline will eventually dissolve ........JBWeld might be a permanent seal.

But with liability a factor shops just replace the tank.
