I have the same tail lights, and by default no they aren't LED. The only portion that is are the parking/brake lights. The turn signals use the same bulb as the OEM's. You could swap it for an LED if you wanted.

No, they unfortunately use the stock bulbs. It is just the main bulb that is converted to a LED board.
