Strange, strange ECU question...HALP!!!

A buddy bought a SR Redtop swap from Canada. It came with an ECU with the following numbers...

5A
23710-3C207
A18-F29 Y48

I have searched, and searched, and searched, and searched. Noone seems to know what this ECU comes with. It has the blue plug recepticle, and will plug into a KA/SR harness. I have searched Nico, Google, Zilvia, with no luck. Someone, for God's sake, please help me figure out what this ECU is out of. I will send a cookie, priority mail. HELP!!!!
