strange relay behavior

has this ever happened to anyone?

Everytime i disconnect the negative cable on my battery to reset the ecu.. the car wont start .. after screwing around a little i decided to pop out the relay .. i didnt do anything to it.. just put it back in and the car started... its happened more than once and i fixed the problem by doing that every time.. it seems like the fuel pumps arent switching on after i disconnect the power from the battery... anyone have any idea whats going on???

Which relay are you taking out? the fuel pump relay or ecu relay?
