strange electrical problem

here are the facts: all of my lights work when i turn the knob at night. I have recently changed the fuse for fog lights in the front because my stereo was causing a short circuit. Recently I was pulled over because my license plate lights were out. Luckily I didn't get a "fix it ticket", and I was let off. to cut to the chase, My lights are out again and I KNOW its a shortage, but i don't know were its at, and I don't know where and how to begin. I did look up my issue in the search icon but nothing relates to my particular issue, they mainly revolve around the bases of headlights and taillights. so if you have gone through this issue or know the solution to this, please help me or put me on site to begin the permanent end of the issue. thank you.

get a dmm and probe that circuit and check the voltage. then i would follow the wires of that circuit

marvelous man! like i said, i knew what the issue was but in the 3 years i have had my car, i never took on working on it other than the typical maintenance. thanks
