sounds to me like your boost pressure in pressurising your fuel system. you said that it happens just as the turbo is about to kick in, so i think as boost pressure is rising in the manifold its also rising in your tank which causes the pressure in the fuel rail to rise rapidly and opens your pressure relief valve on the end of the rail allowing the fuel to return to tank just as its needed. the only way i think the boost could get to your take is through the carbon canister.......? your manifold draws fuel vapours from the tank through the carbon canister so i think its doing the oposite when boost pressure rises. there should be a small check/one-way valve between it and the manifold. check it out
