with a controller I found it can go up to 12 but thats max... looking for another actuator now so I can boost 18...

Not with an SR t25 you won't.

OK... maybe you can boost 18 psi from like 3500-4500, but not to redline or a considerable portion of the powerband.

well I had it rebuilt and they bored the intake compressor and put a bigger wheel on it...... I think its about 1/2" larger.... not sure what that would make it?
