Stock alloy wheels

Does anyone know if oxidation can occur with the s13 7 spoke alloys? I bought a set of alloys and it had a bunch of scratches on the clearcoat. I figured the clearcoat just needs to be buffed out. BUT, when i stripped the clearcoat off, the scratch marks were still there. They're not really scratch marks, but more of "2D scratches". I can only guess the metal underneath the scratches in the clearcoat oxidized. any info would be great. Right now my only option is to paint the wheels some other color...
