I noticed that mine had a brown hue to them yesterday, and upon closer inspection, noticed that the whole thing was beginning to rust. Ive only had them on for 6-8 months.

I am really not familiar with Rustoleum due to the fact that ive never had to use it. Would I have to treat the metal in any way before repainting? I dunno, I think it's common sense about the rusting. Normally for metal not to rust it should be painted. Usually people paint it black.
Another way around this would be to use plastic mesh.
