Your question darts from one angle to another but I'm gonna try to answer it.
IN THE REAR: All you have to get is the hubs, they mount onto the S13 spindle. You retain the stock S13 suspension.
You'd only need a new shock if you changed out the actual suspension knuckle w/ the hubs. This is due to the difference in mounting and alignment locations.
IN THE FRONT:AFAIK, you'll need the S14 spindle, lower ball joint, strut bolts, and the hub.
You'll need to bore out the struts in order to fit the S14 strut bolts.
The ball joint is different because it's what effectively holds onto the lower portion of the spindle.
