Do you have any leaks?

Any strange noises?

not at all. no leaks or noises. my mechanic said it cant be the rack & pinion because its stiff turning left and right. "when the rack & pinion is damage would only get stiff turning to one side "
its like 5 out of 10 stiffness.

Jack up the front of the car and see if the stiffness is still there. That would help to isolate if it is some type of mechanical binding (bent/damaged hard part).
Myg uess would be though that the power steering control solenoid or module is bad or connection issues. The solenoid is on the steering column where it meets the rack. From the front of the car, just to the right and above the rack. The module is below the CD changer/radio in the dash. The solenoid should receive between2 and 5 volts depending on vehicle speed, slower speed higher voltage and less steering effort required. Higher speed, lower voltage and more steering effort required.
