Stiff Steering

I recently purchased a 2004 G35 sedan and have noticed that the steering seem quite stiff, thus requiring extra effort when maneuvering at slow speeds (i.e. parking lot). Power steering fluid is full, and there don't appear to be any leaks. What could be causing this? It feels as though the car doesn't have power steering at all. Could it be a faulty power steering pump?
