Steps to testing headlights..s13

The headlights in my s13 wont go down. I can put them down manually but they wont go down when I hit the switch. I hear the relays clicking when I hit the button but the lights dont move. Anyone know how I should go about finding what the problem is?

have you hit the headlight button on the cluster? does it do anything at all?
