Steering Quickener 2:1 Question?????????

I have a question for you guys. I am thinking about getting a steering quickener like the one below. I have been reading on it and it a few people say that I will have to send my steering column in to have it modified. I'm guessing this means to have it cut to fit the splines and if I do need to send it somewhere, does anyone know where that would be? Also, it says not to use on a car with out power steering because it will take alot more effort to steer. Will this put extra stress on your power steering system?
