steering problem

for a while my hicas light would stay on while im driving and after a while it just stoped now the light never comes on, i was thinking this was a power steering fluid problem when my steering wheel would start getting harder to turn at one point. i went to get the fluid checked out and it was filled and fine.. they couldnt find the problem. what could this be?

I would bleed the power steering first I don't know if this was done or not but that is where I would start if it was me
