My steering rack seems to be on its way out.

Sometimes while turning the rack seems to "lock up" for a split second. Making it difficult to steer. I've checked the tie rod ends for damage and they don't seem extremely warn.

Any ideas what to check next?

Check to make sure the U-Joint that goes between the steering column and rack is not frozen. I had this happen once, but this seems to be a relatively rare failure. In my case it would steer better after the car was warmed up. Apparently the pre-cat that's inches away would heat it up enough that it would barely break loose again, and then it would lock up when cold.

But first verify that the steering rack bushings are still good and performing as designed.

That actually makes a lot of sense. I'll check those tonight.
