Steering Issues....

The car still sounds like it needs p/s fluid...makes the winning noises when turning, but it has and is getting fluid. Also the steering is a little stiff on the car. I know that the alignment is a little off but doesn't seem to pull to bad to explain the stiff steering. Anyone have a clue of where to start checking for problems. Note: the p/s rack has been removed and re-installed with new outter tie rods as of last week. That is when I hooked up the p/s and started driving it. It's now legal and I've put about 100 miles on it so far and the steering is still stiff.
