It's an easy fix. Looks like you're in for at least new rubber hoses. Check along the line to make sure it's not the lines with metal on em. If it's just rubber, it's an easy fix, the metal lines can get expensive. Do you have a SOHC by any chance? If so, those lines can be pretty cheaply sourced, just make sure if you're going to replace the metal lines, to use a flare nut wrench where it meets up with the rack. The fluid is easy enough to change, when you pull the lines off from the rack, you're going to get alot of fluid coming down from the reservoir and the pump so have cardboard and a bucket to catch all that. When you refill with ATF (dexron III), have the front end raised up and fill. Let the bubbles come to the top and when the bubbles stop, turn the steering wheel left and right. Turn the car on to try to get the bubbles out from the power steering pump. Fill up the reservoir again.
