Static Line?

When I was looking under my car i found this thin cable, that hanging from my car. At first i thought it was a strap that broke off, but when i got closer i realized it was metalic and only bolted to the chasy. It is pretty low to the ground and i worry that it will get snagged on something. I want to know what you guys think, and if it is a Static Line what should i do?

this is a grounding strap,look on other side of car to see where it attaches,as I remember there are 2 identical ones,one on each side of car.i think they attach cat conv. sheild to chasis,but have seen other cars that ground the transmission to chasis.
