starts when fuel pump unplugged

So I got a 92 hatch with an s15 sr and i stared to have this problem ever since I put in my DIF fan controller. It happens only sometimes not every time i go to start it. (the controler is not hooked up any more) So any way to the problem. I go to start my car and she turnes and turnes and nothing I have to unplug the fuel pump harness in the trunk and start it and run bact to plug it back on. Right after it starts you can smell gas like crazy!Oh also my check engine light is on when i start it cold, it will turn off once its pretty warmed up and after i take it passed 3k RPM...Any help please
