If it starts to crank then stops you may need to shim the starter. I do not see any reason for it to not contact the flywheel after 4.5 seconds or at all. If it is a manual try to " pop "the clutch to bypass the starter all togather. Make sure you are getting fuel to the engine, Also check all the emission stuff you removed, some of reqiurs vacuum, which runs to the engine, you maybe depriving the engine if you did not block anything off. Check for vacuum leaks.
