STarting problem...

the problem is the starter works... i see the fan spinning and wat not .... but don't seem like it wants to turn... sounds like a annoying fan spinning... but the starter turns inturn the crankshaft turns... and the fan spins BUT the motor won't turn over... good it be that the timing belt/chain is gone?
