starter wont crank over, dash lights stay on when key is out. HELP!!!

I've searched but only find stuff about dash lights not coming on or they stay on but its to do with other problems. Today i decided to do an oil change. jacked the car up drained the fluid, changed the oil filter and filled her back up. Then went to start my car and...nothing. I can hear the starter relay trying to activate the starter but it won't crank over. Then when i turn the key to the off position and take the key out i notice my dash lights are still on.

I can jump start the car and it runs fine also the battery is full charge. I checked the ignition to see if anything is grounding or loose but everything is cool. I'm thinking my starter went bad. Any thoughts to why my dash lights stay on when the key is out?

still not starting, not sure what the heck it is. My starter seems fine, my starter Relay is cool, my clutch pedal sensor is fairly new and my battery has full charge

Could the alternator cause the car not to start, that doesn't make sense to me though
