I took the starter out. I connected a NEG lead to the solenoid (the post that isn't attached to the harness) and a POS lead to the harness plug. The armature came out but did not spin. Am I missing a connection somewhere, or is my starter broken?

Okay, I figured out the connection and I got the armature to spin. So now I am moving down the line of diagnosing this problem.

I checked harness male spade plug and it does deliver power when turning the ignition key.

I'm curious about the wire connected to the solenoid. Is that supposed to be a ground wire? It it is, then it is properly grounded.

Perhaps my solenoid has gone bad. Is there anyway to check that? What other things could I check (other than fuses, already did that)?

TODAY'S PROGRESS:

New starter in, same problem. I've pinpointed the problem tho, but not the solution. When the harness plug is connected to starter, there is no power on when trying to start the car. Unplugged, the plug DOES provide power.

I can manually get the starter to turn if I run a jump wire from the POS terminal to the solenoid.

Any ideas as to what may be causing this odd short in the circuit?
