starter question

on my nissan 1990 240sx base model manual transmission sohc;I notice with the key turn to the ON position,my starter is making a running sound similer to the sound of the feul pump.(im new with 240sx)is that normal?

On my civic with the key on the same position, the starter makes NO sound.
