Starter Clicking and No fuel Prime any help?

i am doing a rhd s13 and when all is hooked back up i cant get the starter to engage the flywheel. if you pull it out of the trans it engages fine but when key turned lots of clicking or clunking. even with power from battery too. any help? auto to manual rhd swap. also cant get the fuel pump to prime. what controls that too?
