start and idle problems

ok i got an intake for my 93 coupe and on the stock intake there is the valve cover vent nipple, a 5/8" nipple on the intake mani. which i think is the IACV-AAC and a smaller one which is 1/4" and it goes to the solenoid vacuum now all of the lines are hooked up except the 1/4" line and to start my car i need press the throttle and then it runs but it surges from 500rpm to 700 all the time so i was wondering if i need to hook it up and it will run fin or if its something else so any advice will help
