stabalizer bar and lower control arm problems

I posted in the 240sx section but no answers so hopefully I will get some advice here. So I have 2 problems guys. first, to make a long story short, I think I might need to replace the crossmember on my 92 240sx. I took it into the shop and the mechanic said that the left control arm is shot. well, where the lower control arm bolts onto the crossmember, the bolt shows signs of movement so it might just be loose or something because the right lower control arm bolt has no signs of movement or rust . now my question is if the hole where the control arm bolts into the crossmember is still round and not oblong, than just replace the control arms and tighten so that the bolt doesn't move or use a washer instead of replacing the whole unit. if the hole is oblong from the movement of the bolt, than I might have to change the whole crossmember out which will be a pita. basically I just need your advice on what you all think.Second problem. I noticed that the stabalizer bar flexes whenever I jack up my car but it hits the pulley. is that supposed to happen? when the car is sitting with both tires on the ground then the bar is not touching the pulley but you can't even fit a pinky finger between the pulley and the bar...is that supposed to be normal. my pulley has small bends in it because during driving, if one tire goes up or down it nicks the pulley but not a lot. i've enclosed pics so you can see what I'm talking about
