Your vacuum for the cams is normal but as the previous poster said it would be wise to do a vacuum/boost test.
What worries me though is your idle. Check your timing with a Stage 2 cam you should be able to idle 800-900 with out problem. If you have and vacuum leaks this could cause your air fuel mixture to get too rich and die out (look for black smoke / soot on your rear bumper). Venting your bov to atmosphere would cause the problem also. I know you said the bov is not the problem but remember to check your bov gasket also as it is an often overlooked problem. If you want a difinitive answer to leaning out vs rich/fat mixture pull a spark plug. If it has a white power coating that is lean, severely lean with little specks of metal (from the piston) should make you poop your pants (it is the beginning of a hole forming in your piston from the lean condition), a black soot is rich, and oily and black soot causing fouled plugs would be rich with oil leak. If you have an oily condition let me know and there is a way of doing a compression test with a few extra steps to determine where the leak is coming from.
For info on timing see the NICO threads and Heavy Throttles site
http://www.srswap.com/faq/index.asp towards the bottom of the instal FAQ is the section on timing. and since you have just done cams it is where i would start.
