Ok, what did you mean by seized?? Did the engine stop cranking and never cranked again after that? You can't turn the crank with a socket and wrench? Wat? Be more specific.
For the spark plugs, where is the oil, is it on the ceramic part? or is it on the threaded and tip? Usually when a lot of oil gets on the outside of hte plug and when you take out the plug oil will seep through the threads and get to the tip. If there's no oil watsoever on the ceramic part but only on the tip then it's from the rings, if the whole plug is wet with oil then it's your plug gasket on the valve cover that is bad. Nothing to worry about.
He should becareful on how long he cranks it for. If it does not start, he should check for spark and fuel. Most SR's are wired up incorrectly and the wiring should be checked.
If he's doing a S13 SR swap into a S13 Chasis, it's very very very straight forward and [URL]http://www.srswap.com's[/URL] SR Install Faq is absolutely perfect. That will enable you to install the engine and have it start on the first crank. That's my result every time. I'm sure his SR should start. Unless he bought it from some unknown person or unreputable shop.
Regardless, out of my experience, there were some engines in so bad a shape I was so sure it would not start and when finished, it started up on the first crank so I'm sure his should start.
