ok so i noticed im not exactly getting the best gas mileage, and my car idles at about 13-14 on the wideband, i unplugged the O2 to see if it would effect anything, plugged it in, still continued to idle in the 13's

i have searched, i can't find a straight forward answer

i think i may have a blacktop wiring harness which is for the FAT o2 sensor, and i have a skinny o2, i heard the wiring is pinned out differently..

on the the sensor side there is a white, black and red wire.

-white is going to the black wire on the harness
-red is going to brown wire on harness
-black is going to what i believe is the white signal wire on the harness

everything check out?

i tested to see if any of the wires were getting power, and the red wire on the o2 is hot

What brand of sensor are you using? While reading up on the subject a couple weeks ago, I found that different manufacturers use different wire colors.

The blacktop ECU (E5) has a separate ground next to the injector signal wires (its brown/yellow). The redtop harness grounds the o2 sensor straight to the ground. If the two a mixed up, you might see some slight mileage issues.
