paying off the guys is a lot harder nowadays, since the computers are connected directly to the DMV and the State of California. so while the guy can fab you up a phony cert, the computer still sends that FAIL to the DMV and the State.
EDIT: the way to get around it is to register it out of state (ie nevada or arizona). this is so common that nevada has set up a $300 fee for california residents to register their cars in nevada, and its labeled as such
