SR20DET cam timing

i have a question regarding cam installation. I have new hks cams, and rocker arm stopper, that i am trying to install. i need to know how to line up the cams and the timing chain, starting from scratch (no marks on cams or chain.) I know the engine will have to be at TDC, but i just need to know how to line up both cams and the chain, so the cam timing will be exactly correct.
