bad oil rings does not damage cylinder walls, but everything (cylinders, pistons, crank) must be measured and regrinded if needed. to put out pistons, you have to take out the head off (duhh), so cylinder head must be measured for distortion and resurfaced if needed etc etc etc... you can do it yourself if you have tools and knowledge, but i don't think you can do the boring (if needed) yourself.i would do a lot by myself, but all major resurfacing and regrinding would be done by machine shop by my command
btw: you said "Every time I pulled the turbo off. The last two exhaust chambers had lots of oil."it really can be bad oil rings - maybe put upside down, or bad gap or anything else. freshly rebuilt doesn't mean that everything is mint
Edit: i forgot that when seals are bad, guides usually also are damaged, the shake of the valve in the guide destroys the seal.
