Sr20 s13 with s13 lower harness into a s14 PROBLEMS

i have a s14 with a s13 sr and lower s13 harness. the harness has all the plugs that match connected. starter, alternator and trany connected too. i try to start and all it does is turn fuel pump on and get fuel to rail. it also makes a click like when your battery doesnt have enough juice. my car ran b4 but someone took my lower harness off. any ideas?!
