Sr20 running 13.1 Wot. Out of ideas plz help!!

Hey guys so I bought a 96 zenki with a s13 blk top in it. Car was dining super lean. So I put all new plugs, replaced the cracked exhaust manifold and elbow to a stock one. Took the hks actuator and out a stock 7 pound actuator on the car. Put a 255lhp fuel pump, new cts sensor, new z32 fuel pump. New o rings on the injectors. Car will run 15.5 to 17.5 at low rpm/ idle, and 13.1ish wot. I'm out of ideas of what to do or test next? Any idea guys? Anyone experience this before? I've also done a leak test, there was a tiny one by the t clamp and that's been fixed still not much better. Any idea or suggestions will greatly help. At this point I'm thinking dirty injectors or fpr? Thanks in advance guys.

Wideband calibrated? Sensor new? Widebands can give s false lean reading but not a false rich reading.

Hey bud, the wideband is a aem wide band and came with the car. Do you suggest I buy a new sensor?

If you have a speed shop around you, take it there and see if you can compare wideband readings.

Unfortunately, we don't have much of anything around here.
Another reason I think it's a fuel cut off somewhere is because if I'm in neutral and rev it all the way it'll bounce off the rev limiter. If in under a full load and max that gear stead of bouncing off the limiter like it does in neutral, it'll do a fuel cut off. And instant loss of power until you go up a gear n Feed it more gas.
From what I been reading and learning. Hard wire the fuel pump, check fuel pressure, then wideband sensor and then injectors?
