take the manual boost controller out of the equation. run the vacuum line straight to the waste gate and see if you are boosting at the spring rate in the tial waste gate. then tell us what happens

are u sure u got the right spring in ur wastegate. my old roommate had this same prob on his old civic. ordered a tial 38mm and it came with a 14psi spring when he wanted an 8psi spring.

Are you sure everything is tight? Might sound stupid but i overlooked this once and didnt tighten the compressor side elbow and it made a strange squeeling sound when spooling.

I have to agree with taking the mbc out of the equation.. see what happens then. Your gauge may also be bad.. the squeeling noise is definitely not good, and like was said above, you need to check and make sure everything is snug.

Does the wastegate even open? Are you sure the MBC isn't backwards?
