the argument on why SR's are illegal boils down to this: the SR20DET was never intended for the 240SX in the US market. For an engine swap to be legal, the engine has to be an option for the chassis, but since only the KA24DE was offered for the 240 chassis, a KA24 is the only legal swap.
The only way to make it legal has been discussed mroe times than I care to count, but it comes down to this: nobody's willing to get it EPA and SAE rated. It's a long and expensive process to get the engine Ok-ed by the government, so no one has ever bothered with it.
the police don't know what's legal and what's not for the most part (i don't live in cali, so i don't know too much on this topic) but they usually send you to an inspector who does the visual to see if your engine's legit
