Sr20 Ecu J4 Test--Light stays on, no blinks

For those that don't know. The J4 ecu in the late model s13 blacktop does not have a screw to turn. So the procedure is different.

Prob- I have test light between 12v and pin 24. In which case the ignition is on and so is the light. Then You tap pin 23 to 12v for 2 sec. Then you get your codes blinking out of your light. Simple, but light just stays on and no blinks at all. I was under the impression you get a code for everything ok... This is my second ecu and it has never gave codes, first one gave codes and I fixed the problems. Motor isn't running top notch or even close so I figured the ecu should cough up some intel. Does the ecu sound bad?
